Housing and Economic Land Availability Assessment 2025 (HELAA)

The Housing and Economic Land Availability Assessment (HELAA) report was presented to the Planning and Transportation Working group on the 22 January 2026 and sets out in detail the approach taken and a high level summary of the findings.  The HELAA is a key piece of evidence for the Local Plan and considers the suitability of sites on planning matters,  the sites availability during the Local Plan period and whether the sites are likely to be deliverable against the emerging Policy criteria for the Local Plan. The HELAA 2025 supersedes the SHLAA 2020.

The HELAA does not determine whether a site should be allocated within a Local Plan or whether the site should be granted planning permission,  the HELAA simply provides a stock take of the sites that have been made available to the Council and their suitability for consideration in Plan making.  The appendices below sets out the findings of the HELAA 2025 and the site maps can be viewed on the interactive map (under the Planning Policy category).

The Strategic Housing Land Availability Assessment 2020 (SHLAA)

The Strategic Housing Land Availability Assessment (SHLAA) (PDF 69MB) is a key piece of evidence that identified a future supply of land which is ‘suitable’, ‘available’ and ‘achievable’ for housing, employment and other uses for the period of the local plan review.  It does not, in itself, allocate sites.

Strategic Development Options 2018

In 2018, we asked landowners and developers to submit proposals for new communities so that we could see if this option should be considered by the Local Plan review.  We have undertaken assessments of the proposals submitted.
