Reg 18 consultation

This consultation closes at 5pm on Monday 23 February 2026.

We are consulting on the Regulation 18 stage of the Local Plan.

The consultation is looking for feedback on our vision for the Local Plan, the objectives we're trying to achieve, and development management policies.

We are also asking for views on a refreshed sustainability appraisal scoping report.

  • putting infrastructure first - new policies will require developers to demonstrate that transport networks can cope before issues arise, prioritising active and sustainable travel like walking and cycling
  • better homes for local people - requiring 30% of housing on new greenfield sites to be affordable, with access to parks and play areas to make sure development benefits local families
  • supporting the rural economy - new rules will support the roll-out of gigabit-ready broadband in rural areas, essential for local businesses and home working
  • protecting the environment – demanding a 20% biodiversity net gain, double the national requirement, making sure that any new development leaves the natural environment significantly better than it found it

You can also download the Regulation 18 document (PDF 36MB) and hard copies of the Local Plan Regulation 18 will be available to view at the our offices:

  • Swale House, Sittingbourne, 10am -12 noon, Monday to Friday.
  • Alexander Centre, Faversham, 10am - 12.30pm and 1:30pm - 4:30pm, Tuesday.
  • Sheppey Gateway, Sheerness, 10am - 12 noon Monday, Tuesday, Thursday and Friday.

Hard copies of the Local Plan Regulation 18 will also be available to view at all Swale’s libraries. During the closure of Sittingbourne library for refurbishment works, a hard copy will be available at The Swallows Leisure Centre reception.
