Gypsy and Traveller Site Policy

Local Plan Update

Changes to national policy within the Government’s Planning Policy for Travellers (PPTS) in August 2015 resulted in the Council reviewing the evidence base and revising its position on allocating Gypsy and Traveller sites. As a result of this work the Council no longer intends to allocate sites in Bearing Fruits 2031: The Swale Borough Local Plan 2017 and has revised the overall need from the Gypsy and Traveller Accommodation Assessment. This was formally agreed by the Local Plan Inspector and the revised need figure can be found in the adopted Local Plan.

The Councils GTAA was published in 2013 and formed part of the evidence base for the Local Plan.  The overall need figure from the GTAA has been revised in light of changes to national policy. The Council presented evidence to this effect to the Local Plan Examination - SBC/PS/038 Gypsy and Traveller Accommodation Assessment and policy implications - post PPTS August 2015


The PPTS requires the Council to update annually, a supply of specific deliverable sites sufficient to provide 5 years’ worth of sites against locally set targets. The Council has undertaken this monitoring for the last three years.
