What is Council Tax Support?

Council Tax Support is a local Council Tax Discount. It is a means tested benefit to help you pay your Council Tax. This means the amount you get depends on things like:

In April 2013 we were required to bring in our own localised Council Tax Support scheme to give residents on a low income help towards their Council Tax. As part of the government’s welfare reform measures the Council faced a cut of £1.2 million a year in the funding it receives from the government for Council Tax relief. Each year the Council is required to review its scheme before the start of the new financial year. 

Pensioners who claim Council Tax support will again not be affected because the Government has decided that they must be protected from any reductions in the support they receive. 

When the change from Council Tax Benefit to Council Tax Support came in the government reduced the funding it provided to local authorities for the new scheme. Additional financial help was available to councils in the first year to limit the maximum increase for any household to 8.5% of the Council Tax charged. The government has now stopped this extra financial help and the Council has to decide how to meet the shortfall. 

This left a tough choice between helping those that have an on-going requirement for financial support and the wider interests of the Council Tax payer who would have to make up the funding gap if this cost is not passed on to those receiving Council Tax Support. The Council has already taken action to alter other Council Tax discounts and exemptions to limit the impact of the shortfall for the coming year. Following on from a consultation that took place in 2016 Members agreed at the November Full Council an across the board 20% reduction in Council Tax Support for everyone except pensioners.
