CIA - Revenues and Benefits Restructure

Community Impact Assessment

The initial assessment is a quick and easy screening process.

It should:

Service: Revenues and Benefits
Title of Policy, Function Or Service: Revenues and Benefits
Type of Policy, Function Or Service: New/proposed

Q1. What Are the Aims of Your Policy, Function or Service?

The aims of the service are to pay the right benefit to the right people at the right time.

The budget savings changes to the service will mean that we will reduce the current structure from 57FTEs to 54 FTEs.

Below details the 3 positions that are affected by this change and the risks associated to the service.

Appeals & Liaison Officer: Reduce from 2 officers to 1

Position
To provide an effective appeals service to benefit claimants, dealing with all aspects including appeals to Social Security Commissioners and Court of Appeal.

Risks

In times of absence resilience would be very limited. There would not be the ability to re-distribute the workload to remaining staff in the business support team as this is a skilled position where extensive knowledge of legislation is required.

Work in regard to the following will be extremely limited.

Fraud Officer: Reduce from 3 investigation Officers to 2
