Q1. What Are the Aims of Your Policy, Function or Service?

The aim of the project is to develop leisure and tourism on the Isle of Sheppey, and to support the Council's regeneration programme with the potential of generating income. The project also support the corporate priorities: Open for Business and Embracing Localism.

Local residents will benefit from the beach huts, visitors to the borough may also be interested in purchasing/renting.

Q5. Have you undertaken any consultation on this policy, function or service?

Yes - Beckwith Consulting Ltd carried out on-site face to face interviews on 3 days in March and May 2012. A total of 111 surveys were completed. 30.5% were completed in Leysdown and 59.5% in Minster. 35.1% of respondents were local residents compared with 64.9% who were visiting the island. A website survey was also carried out with four responses.

Telephone interviews were held with 9 local businesses in April 2012. These consisted of 7 operators of Holiday Parks and 2 Estate Agents.

No equality or diversity issues were raised during the consultation.

The potential impact of the disability protected characteristics is the access to the beach hut sites. Some of the potential sites identified would only be accessible via steps due to a gradient. These sites options are not being taken forward. Instead, alternative flat sites that are therefore fully accessible or those that are accessible via a ramped path are being explored.

Q8. How Have You Come To This Decision?

The introduction of beach huts will have no negative impact on people who possess any of the protected characteristics. The only potential impact on the disability protected characteristic has been identified and it will be ensured that huts are accessible.

The Commissioning team will consult with people with a physical disability as the project is developed, to ensure that disabled people's particular requirements are not overlooked.
