Parish Review - the results!

Thank you to everyone who submitted their views on stage two of the parish (community governance) review consultation.

The Council considered the results of that consultation on 14 May 2014. The Council report sets out details of the consultation and the responses. The minutes of the Council meeting can be viewed here.

The Council has decided to make the following changes to parish arrangements, which will take effect at the next scheduled elections on 7 May 2015.

No further action will be taken in respect of the review of the Halfway Unparished Area and the review is concluded.

The Swale Borough Council (Reorganisation of Community Governance) Order 2015 has now been made and will come into effect on 1 April 2015. The Order together with the maps showing the changes are available for inspection during normal office hours at the Council offices in Sittingbourne.

The Council have now asked the Local Government Boundary Commission for England to amend the Bobbing ward boundary so that it is coterminous with the parish boundary and we await their response.

Background

Last year, a review took place of the Community Governance arrangements in the Borough, mainly looking at those areas which do not have a parish or town council.

After taking into consideration the results of the consultation, Council members agreed to progress to a second stage ballot to seek views on establishing a parish council for Halfway on the Isle of Sheppey, and to consult on some proposed changes to existing parish councils in Iwade, Bobbing, Borden, and Tunstall.

Community Governance is the way in which local communities are represented and governed at a local level. We are carrying out a review of these arrangements across the Borough. It also describes the way in which individuals and groups within the community are listened to and able to influence decisions that affect them. This process is known as a Community Governance Review (CGR). Please see Terms of Reference for Reviews of Parishes and Related Matters - Local Government and Public Health Act 2007.

This guidance is intended to provide assistance to principal councils on undertaking community governance reviews and making recommendations on electoral arrangements for parish councils. If you would like to know more about community governance reviews, a guidance document has been produced by the Local Government Boundary Commission for England and the Department for Communities and Local Government.

How will it affect you?

If you live in an area that is not currently parished, we are particularly interested in your views for a town or parish council for your area.

If you live in an area which is currently unparished, a new parish may be created or one of the existing parishes may expand to include the area in which you live. If you live in a parished area, there may be changes to the parish boundaries.

We are offering you the chance to have a view on the arrangements for your local area; we are giving communities a voice on whether they recommend any changes or no changes.

How long will it take?

We have until June 2014 to complete the review. The first part of the review was from 1 August to 1 October 2013. The second part of consultation in early 2014.
