Pre-application advice

We are pleased to announce the resumption of Swale’s pre application service from Monday 7 November and apologise for the temporary suspension of this service since 11 July and hope that this did not cause our customers too much inconvenience.  

Pre application advice is given to anyone who is considering building works and /or changes of use to properties in Swale. This advice will be provided for a fee and is the stage before making a planning application.

If you are unsure whether you need to apply for planning permission please visit the planning portal. There are also various groups, such as Planning Aid or individual companies like planning consultants or architects, who will also be able to advise you.

Benefits of pre-application advice

It gives you an opportunity to understand how our policies will be applied to your development and you can identify potential problems and resolve them before an application is submitted. This can help prevent costly and time consuming amendments to schemes later;

To request pre application advice you will need to complete a request form and provide the following;

We may request further information from you if required. Consideration of a proposal will not be given until the pre application fee has been paid in full.

Remember the more information that you are able to give us at the pre application stage, the greater the assistance we can give you. Note that we may only refer to key principle policies and that the current development plan and national planning guidance should still be applied accordingly.

Meetings are no longer available for householder proposals, all such requests will now be dealt with on a letter only basis.

What we will do

Upon confirmation that the payment has been received and within 5 working days of receiving a request the case will be acknowledged and validated to ensure all necessary plans and information have been submitted to enable officers to proceed with the case, given a reference number and allocated a case officer. If further information is required, the case will not be allocated until the further information has been received.

The target date for responding to a request will be 30 working days from the acknowledgement date, although this cannot always be guaranteed for more complex schemes. For all major and very large major developments the case officer will contact the applicant within 10 working days of the acknowlegement date to agree a programme for completing the case.

If you require further specialist advice or wish to submit a revised pre application proposal following our full written response to your enquiry, then a further pre application enquiry and appropriate fee will need to be submitted. We will then go through the same procedures as outlined above.

Pre application advice does not constitute a formal decision of the council and would not prejudice or amount to pre determination of any future planning application by the council.
