The initial assessment is a quick and easy screening process.
It should:
- Identify those policies, projects, services, functions or strategies which require a full Community Impact Assessment (CIA) by looking at:
- Negative, positive or no impact on any of the equality groups
- Opportunity to promote equality for the equality groups
- Data / feedback
- Prioritise if and when a full CIA should be completed
- Justify reasons for why a full CIA is not going to be completed

Regulators are required to have an enforcement policy based on certain principles described in The Regulators Compliance Code (2007) and the Governments Enforcement Concordat.
This policy complies with these principles and aims to promote consistency of approach and fairness to all.
The policy updates the Housing and Environmental Services policy that was formed in 2002.
Currently there is no one policy that can be used across all regulatory functions. This is an opportunity to produce a broad policy. Other, more specific policies, may be needed for particular functions and these may be developed alongside this general policy.
